In this report, ASPPB doesn't publish a PhD or PsyD total, so we built one from its program table. We added up the takers and estimated passers in the 449 accredited-program rows with published figures, grouped by degree. The 13 rows with hidden counts and rates are excluded. These are candidate-weighted estimates from rounded program rates, not candidate-level records. Our method is under Sources and method.

The degree gap is real, but the degree label doesn't explain it on its own:
Large programs drive the PsyD average. Thirty-three accredited programs had 100 or more first-time takers. Together they hold 5,975 candidates and pass 64.3% of them; the other 416 programs pass 79.7%. Twenty-eight of those 33 big programs are PsyDs.
Plenty of PsyD programs score high. Twenty PsyD programs passed at least 85% of first-time takers, including PGSP-Stanford (96.73%), Rutgers GSAPP Clinical (93.68%), and Yeshiva Ferkauf Clinical (90.99%). Twelve PhD programs were below 50%.
Puerto Rico doesn't account for the gap. ASPPB identifies the reported takers from programs in Puerto Rico as voluntary. Leave them out and it's 85.0% for PhD programs and 64.9% for PsyD programs.
These numbers describe past candidates. They don't show that a degree type causes a result, and they don't predict any one person's score.
Why EPPP pass-rate figures differ
You'll see 75%, 75.07%, 76.87%, "over 80%," and numbers near 40% for the same exam. They're usually all real. They just count different things. Check three things before comparing any two: which report edition, which candidates, and which attempts.
Report editions and the testing periods they cover
Each doctoral-program report listed here covers a rolling five-year window of first-time Part 1 takers.
ASPPB report editions and the testing periods they cover
A report year isn't a testing year. The "2026" report covers exams from 2021 through 2025.
Neighboring editions share four of their five years. Don't add them together or treat the difference as a one-year change. The direction is still clear: slightly lower for accredited programs, and noticeably lower for the nonaccredited or other group.
ASPPB says first-time rates for accredited candidates topped 80% "in most sample years." Its 2025 report described a drop of about 5% over the prior five years and named the COVID-19 pandemic as a possible factor. The 2026 report says residual pandemic effects may still show up. (2026 report, p. 4 (PDF); 2025 report, p. 6 (PDF))

EPPP results specifically; the population and time frame can differ
ASPPB's doctoral-program reports cover first attempts only. California's Board of Psychology publishes all-attempt figures for people applying in California, which show how much lower an all-attempt rate looks:

Source: California Board of Psychology monthly EPPP statistics, 2024 (PDF), 2025 (PDF), 2026 (PDF). Repeat share is Castleport arithmetic (all sittings minus first-time sittings, divided by all sittings).
Don't line these up against ASPPB's 75%. California's numbers cover one state's licensure applicants, and the board's table doesn't separate them by program accreditation. In these California results, repeat sittings are common and pass far less often than first attempts.
How many people fail the EPPP the first time?
About one in four first-time takers from accredited programs didn't reach 500 in the 2021–2025 data. In the nonaccredited or other group, it was about three in five.
How program pass rates are spread out
The typical program does better than ASPPB's overall figure. Half of the 449 accredited-program rows with published figures passed at least 87.5% of their first-time takers, yet the pooled accredited-program rate is 75%. Both numbers are right, because they weigh things differently.

Why the median program and the pooled rate differ. A median gives every program equal weight. The pooled rate gives every candidate equal weight. A small example with made-up numbers:

Average of the two program rates: (90% + 50%) ÷ 2 = 70%
Rate across all 100 candidates: (9 + 45) ÷ (10 + 90) = 54%
The EPPP works the same way. Many small programs post high rates, while a few very large programs post lower ones and pull the candidate-weighted rate down. In the published program rows, the 15 programs with the largest estimated numbers of unsuccessful first attempts hold 19% of takers but account for about 34% of estimated first-time failures.
Small programs swing hard. One person changes a 5-taker program's rate by 20 points and a 50-taker program's rate by 2 points. Always read a program's rate next to its number of takers.

Our take: lifespan development and research methods have the lowest reported averages for accredited-program candidates. Assessment and Diagnosis is worth a hard look too. It's one of the two largest areas, at 16%, and candidates average under 70% on it. These are group averages, not passing thresholds or a prescription for your study time. Your own practice results are the better guide to where you personally need work.
Is the pass rate the same as the passing score?
No. A pass rate describes a group. A passing score is the bar each person has to clear.
The EPPP reports a scaled score from 200 to 800, which isn't a percentage. ASPPB recommends 500 for independent practice and 450 for supervised practice, and your licensing board decides which standard applies to you. ASPPB says every licensing authority currently accepts 500 for independent practice on Part 1.
You're in large company: roughly a quarter of first-time takers from accredited programs didn't reach 500 in ASPPB's latest data. Here's what the official rules say.
Get your board's approval to retake. Your licensing board decides whether and when you can test again and assigns a new Authorization to Test if approved. Waiting periods and attempt limits vary by board. Find your psychology licensing board
Know ASPPB's ceiling. Whatever your board allows, ASPPB lets no one take either part of the EPPP more than four times in any 12-month period. It recommends waiting about 90 days so you have time to prepare. (Handbook, p. 15 (PDF))
Start with your score report. Anyone scoring below 500 automatically gets a bar graph of performance by content area at the test center. Use it to identify areas to review, then examine the questions and concepts you missed in your own practice work.
Mind the calendar. If you failed Part 1 before the integrated EPPP takes effect in late 2027, ASPPB will let you retake Part 1 through March 31, 2028, subject to your board's approval. (Integrated EPPP FAQ, October 2026, p. 4 (PDF))
Statistics about other people can't tell you your odds on a retake, and the ASPPB doctoral-program reports cited here don't provide a national retake pass rate. Your score report and your own practice results are the useful evidence. Open the current EPPP Candidate Handbook
Will the 2027 EPPP change pass rates?
There's no way to know yet; the new exam has no results.
Integrated EPPP. ASPPB is replacing Part 1 and Part 2 with one exam scheduled to take effect in the fourth quarter of 2027, with a pass/fail result based on a total score. From April 1, 2028, it's scheduled to be the only version, with a $650 examination fee plus the applicable Pearson VUE sitting fee. (ASPPB, May 8, 2026; Integrated EPPP FAQ, October 2026, pp. 3–4 (PDF))
Beta test. It runs March 1–April 30, 2027, for first-time candidates in participating jurisdictions. Beta takers won't get a score at the test center; ASPPB expects to release scores in late June 2027 after it sets the passing standard. ASPPB has recommended that boards accept passing beta scores and not count a failed beta attempt, but each board decides. (ASPPB, October 1, 2026)
Everything on this page is Part 1 data. Don't use it to predict results on Part 2 or the integrated exam.
Look up your program
Below is every APA- or CPA-accredited doctoral program in ASPPB's 2026 report, grouped by state or province. Before you lean on a number, run these six checks:
Match the exact program. Many universities have several rows. Use the right campus, department, degree, and specialty.
Match the dates. These are exams taken January 2021–December 2025, not graduation years. ASPPB says the data isn't organized by school year or graduation year.
Remember these are first attempts. A program's licensure rate or eventual pass rate is a different measure.
Read the takers column. A 100% rate from 6 people and a 90% rate from 150 people don't carry the same weight.
"4 or fewer" isn't zero. ASPPB hides the count and rate for programs with four or fewer takers to protect privacy.
Choosing a program? Ask it directly. Ask about its first-time EPPP results for matching dates, any recent changes, and how it supports students preparing for licensure. ASPPB itself calls this data only one measure of a program.
ASPPB's program names come from what candidates entered when they registered for the exam. The accredited list is based on 2025 APA and CPA accreditation. ASPPB identifies the reported takers from programs in Puerto Rico and Quebec as voluntary. To see the full table as ASPPB published it, find the latest doctoral-program report.

Other questions
Is there a pass rate for EPPP Part 2–Skills?
The ASPPB doctoral-program reports cited here cover Part 1 only and don't provide a Part 2 pass rate. Part 2 is required only in jurisdictions that have adopted it.
Does my program's pass rate predict whether I'll pass?
No. It describes earlier first-time takers who named your program when they registered. Your preparation and your own practice results are far better evidence about you.
Why do some sites still say 75.07% or 76.87%?
Those come from ASPPB's 2025 and 2024 reports. The 2026 report, covering 2021–2025, is the newest edition on ASPPB's site.
Sources and method
How we calculated the breakdowns. We transcribed every row of ASPPB's 2026 program table: 462 rows, 449 with published figures. For each program we multiplied takers by its pass rate as a decimal to estimate passers, then summed estimated passers within each group and divided by that group's total takers. The published program counts add up to exactly 18,941 takers, matching ASPPB's total, and our candidate-weighted estimate comes to 74.8%, which rounds to ASPPB's printed whole-number figure of 75%. Programs with hidden figures (4 or fewer takers) are left out; their counts and rates aren't treated as zero. Degree and area come from ASPPB's program labels. Clinical includes clinical neuropsychology and clinical-developmental programs; School includes school/applied-child variants; combined-area results include both Combined and School/Clinical labels. Some abbreviations and school names are clarified for lookup. Failure counts are estimates: takers minus estimated passers. We checked the figures on this page against the publications below; we didn't have access to candidate-level records.
